It is he who has decided that the solution to ending Sable dominance of Prax? is to end the Lunar dominance of Pavis? and is trying to do this by harassing Lunar caravans on the road. A nomad through and through, Arling has no real comprehension of the size and scale of the Lunar Empire, so doesn't realise how futile his raids are. |
