CityOfKhaborThe city of Khabor is a port on the Bay Of Hylenas?, about 40 miles from Anora. Khabor is older than Anora and is still an imperial city, in that it still has an imperial governor. Its walls are on an imperial scale, but the habitations within the city are Hirani in style. The city experienced an influx of inhabitants when Count Axar? expelled the Hirani from the City Of Anora; since Count Helmar? allowed them to return, the city has slipped back into obscurity. The population of the city is predominantly Hirani and it is a refuge from Soltaran laws as an imperial city. The imperial governor is sensible enough not to push his position, but Count Helmar? is enough in awe of the empire not to try to take too much. There is a Soltaran ambassador in Khabor, but the day-to-day running is left in the hands of the governor. |
